CHAIRMAN’S REPORT

 

The new committee was formed in late September 2005, and soon commenced activities in early October. May Fan of HKPU and Icy Lee of HKBU were invited to join the Committee later.

We were able to attract a large audience to the seminars by providing wide publicity.

 

The Sai Kung Junk Trip was organized for the second year. Due to another junk trip being scheduled on the same evening, the attendance was much less than in 2004.

 

2. Executive Committee Decisions

 

Two ExCo Meetings were held, at which a number of new initiatives were approved by the Committee. They were to (1) migrate the HAAL website to an independent site, (2) launch a Postgraduate Student Grant for Overseas Conference Presentations, (3) cease the affiliation with AILA and to affiliate with TESOL, Inc, (4) move the cruise from Sai Kung to Victoria Harbor, and (5) conduct a Research Forum in 2007.

 

In the past, the HAAL website had moved from institution to institution. Most recently, it had been at Lingnan University, City University, and at HKUST. This affiliation subjected the website to various restrictions and a complex chain-of-command system. The new, independent website http://www.haal.hk/ has allowed the website to become more dynamic and innovative. A number of new links have been created.

 

The Postgraduate Student Travel Award was launched to promote the academic activities of student members. Three applications were received, and $1,000 each was awarded to Li Dan Li (HKBU), Li Jie (CUHK) and Niu Ruiying (HKU).

 

The Committee reviewed the affiliation with AILA. The benefits of the affiliation were discounted registration for HAAL members at the AILA Congress, conducted every three years, and free copies of the annual AILA Review. Over the past few years, only two or three HAAL members had attended the AILA Congress and the members had shown little interest in the AILA Review. The affiliation with AILA cost US$6 annually per HAAL member (equivalent to the membership fee paid by each HAAL student member and half the membership fee paid by other members), and had cost HK$14,585 from 2001-04. The affiliation was not cost effective and the Committee unanimously agreed not to renew it.

 

The Committee discussed an affiliation with TESOL Inc. The benefits from TESOL Inc. were grants for guest speakers, a consultant service, three complimentary TESOL memberships, affiliate e-mail and e-lists, affiliate web links, etc. The annual cost was only US$2 per HAAL member. The Committee unanimously agreed to affiliate with TESOL Inc. HAAL became the 99th affiliate of TESOL Inc. in September 2006, and joined a network of 42,000 applied linguists worldwide.

 

The Sai Kung junk trip, subsidized at $300 per member, had cost HAAL about HK$9,000 in the past two years. The Committee agreed that this subsidy was too costly and decided to move to a less expensive Victoria Harbor Cruise. Only student members would receive a subsidy of $150.

 

The fifth initiative was to revive the Research Forum, conducted for the first time in 2000. It was scheduled for June 2007 and would be held at the HK Polytechnic University. More details will be announced in January 2007.

 

3. Financial Situation

 

HAAL finances remain healthy. The Treasurer’s Report is given below.

 

4. Membership

 

HAAL saw an increase in membership from 60 to 73 this year. About 60% of the members are university academic staff, followed by students (16%), staff of language institutes (8%), NETs (7%), and secondary school principals, teachers, and EMB consultants (9%). 

 

The Chairman wishes to thank the Committee Members for their hard work and dedication during the year. A special “Thank you” is offered to May Fan for arranging the seminar venue and refreshments, and to the English Department of the Polytechnic University for being our generous host.
